About Jeffrey

Jeffrey serves as Senior Counsel in the top-tier Blakes Tax group, having previously led the group as National Practice Group Leader for over 15 years.

Over his career, Jeffrey has provided strategic advice on domestic and cross-border transactions and assisted a wide range of clients in managing tax audits and resolving tax disputes. Jeffrey has written and spoken widely on tax law and practice, and more recently on tax reform topics. He is a past chair of the National Taxation Section of the Canadian Bar Association and a past co-chair of the Joint Committee on Taxation of the Canadian Bar Association and Chartered Professional Accountants of Canada. He serves as an advisor to the Board of Governors of the Canadian Tax Foundation and as editor of the publication Perspectives on Tax Law & Policy. Jeffrey is also co-chair of the Fiscal & Tax Competitiveness Council of the C.D. Howe Institute. He interacts frequently with senior governmental officials in connection with current and proposed tax legislation and administration.

Professional Activities

Jeffrey previously served as chair of the National Taxation Section of the Canadian Bar Association, and co-chair of the Joint Committee on Taxation of the Canadian Bar Association and Chartered Professional Accountants of Canada. He is also co-chair of the Fiscal and Tax Competitiveness Council of the C.D. Howe Institute, an advisor to the Board of Governors of the Canadian Tax Foundation, and the editor of the publication Perspectives on Tax Law & Policy. From 2015 to 2023 he co-chaired the Senior Tax Practitioner's Institute, an invitation-only meeting of the leading senior tax practitioners in Canada, held annually in Cambridge, Ontario.

Jeffrey writes, teaches and speaks frequently for several organizations, including the Canadian Tax Foundation, the International Fiscal Association, the Canadian Bar Association, the Ontario Bar Association, the University of Toronto and Osgoode Hall Law School.
