About Kathryn

Kathy retired as a Partner in December 2023 with over 30 years’ experience in the area of pension, benefits and executive compensation. In her practice, she regularly assisted businesses in structuring their pension, benefit and executive compensation arrangements and their related investments. She also garnered substantial litigation experience defending corporations from challenges at all levels of Canadian courts, including the Supreme Court of Canada.

Kathy is currently a senior fellow at CD Howe Institute. 

Kathy was a member and vice-chair of both the Ontario pension regulator and the tribunal, and was the management expert on the Ontario Expert Commission on Pensions. She is the former chair of the Association for Canadian Pension Management's National Policy Committee. Kathy contributed to the CD Howe Pension Policy Committee and was a leader of the Blakes Pension Benefits and Executive Compensation group. Kathy chaired the Stakeholder Advisory Committee on Pensions at Financial Services Regulatory Authority of Ontario (FSRA).

Kathy provided advice to many provincial governments, the federal government and a great many of Canada's largest jointly sponsored pension plans relating to the structuring of pension and benefit arrangements and their board structure and governance. She also developed one of the premier Canadian practices on Trustee Board governance.

Select Experience
  • Provided technical advisory and consulting services along with facilitation and project management services to the Nova Scotia Pension Agency, the trustee of the Nova Scotia Public Service Superannuation Plan

  • Served as one of the four advisers to the Ontario Expert Commission on Pensions, which then made recommendations on the Pension Benefits Act (Ontario)

  • Acted as intervenor for ACPM at the Supreme Court of Canada

Kathy was awarded the 2020 OBA Award of Excellence in Pension and Benefits Law.

Professional Activities

Kathy was appointed to ACPM's National Policy Committee and was as an adviser to the Ontario Expert Commission on Pensions. She is a former vice-chair of the Financial Services Commission of Ontario, the Financial Services Tribunal and the Pension Commission of Ontario. She is also a member of the International Bar Association, the International Pension & Employee Benefits Lawyers Association and the Canadian Bar Association, and was North America regional vice-chair for Lex Mundi.

Kathy has written on a wide range of topics in the areas of income taxation as well as pension and employee benefits. She has been the co-editor of the Canadian Bar Association Pension and Benefits Newsletter and has taught for a number of years at the Law Society of Ontario's bar admissions and continuing legal education courses.
