About Lars

Lars advises and represents upstream oil and gas producers, pipeline and midstream companies, and electrical generation and transmission companies on regulatory and environmental compliance and approval processes, public and aboriginal consultation, and land rights acquisition and compensation, in the context of both provincially and federally regulated projects, including northern and offshore developments.

Lars regularly appears before energy and utilities boards and other regulating bodies in Alberta and B.C., as well as the Canada Energy Regulator. He has also appeared before the Alberta Court of King's Bench, the Alberta Court of Appeal, and the Federal Court of Canada.

Lars has worked as an engineer with a major Canadian pipeline company and has completed terms with the Canada Oil and Gas Lands Administration and with a major oil and gas company in relation to frontier exploration, reservoir exploitation, oil sands development, research and development, and natural gas new ventures.

Some highlights of Lars's representative work include the following:

  • Advised and represented LNG Canada Inc. in connection with the regulatory, environmental and export licence (25-year: term volume 670 million tonnes/32.9 Tcf; and 40-year: term volume 1040 million tonnes/51.5 Tcf) approvals for a large-scale LNG export project near Kitimat, British Columbia

  • Advised and represented AC LNG Inc. in connection with the natural gas import and LNG export licence (25-year: term volume 329 million tonnes/16 Tcf) approvals for a large-scale LNG export project near Middle Melford, Nova Scotia

  • Advised and represented Woodside Energy Holdings Pty. Ltd. in connection with the regulatory, environmental and export licence (25-year: term volume 558 million tonnes/28.5 Tcf) approvals for a large-scale LNG export project near Grassy Point, British Columbia

  • Advised various major LNG project proponents and participants on the regulatory, environmental and export approval requirements for large-scale LNG export projects in British Columbia, Quebec and Nova Scotia, including advice on export licensee requirements (business organization types, gas/LNG ownership), export licence transfers and extensions

  • Advised Encana Corporation in obtaining a British Columbia environmental assessment certificate and various other regulatory approvals for its Horn River Basin Cabin gas plant

  • Advised the Alaska Gas Pipeline Producers team on regulatory approval requirements for the Canadian portion of the Alaska natural gas pipeline project through the Yukon Territory, British Columbia, Northwest Territories and Alberta

  • Advise and represent a major shipper in connection with the Enbridge Mainline Contracting application to the Canada Energy Regulator

  • Advise and represent AltaLink Management Inc. in connection with its land acquisition and compensation programs for its various Southern Alberta Transmission Reinforcement projects

  • Represented Compton Petroleum Corporation in obtaining conditional Alberta Energy and Utilities Board approval for critical sour gas well program southwest of Calgary, Alberta

  • Represented Enbridge Pipelines Inc. in the successful appeal of the Alberta Surface Rights Board award of annual pipeline compensation in connection with the Waupisoo pipeline project

  • Advised and represented Montana Alberta Tie Ltd. on regulatory and surface rights matters in connection with its 230kv international merchant power line project, including before Alberta Court of King's Bench on judicial review

  • Advise lenders, market participants and prospective wind power generators on regulatory requirements for new power generation developments and rules governing the creation of Alberta's integrated electric system and electricity marketplace

  • Represented Nexxtep Resources Inc. in the successful contested application to the Energy Resources Conservation Board for redesignation of the Lower Mannville C Pool to Rock Creek in the Wilson Creek Field

  • Advised and represented Alliance Pipeline Ltd. in obtaining National Energy Board approvals for Canadian portion of the Alliance Pipeline
