About Alain

Alain heads our Montréal Infrastructure/P3 group, where he specializes in project finance and public-private partnerships (P3s). He counsels many foreign governments with respect to infrastructure projects and P3s (concessions, delegated management of utilities). He has acted as counsel for the governments or agencies of Morocco, Hungary, Romania, Bulgaria, the Czech Republic, the Solomon Islands, Ivory Coast, Congo (Brazzaville), Chad, Cameroon, Senegal, Croatia, Bosnia-Herzegovina, Albania, India and Guinea.

Recent representative matters include advising:

  • A consortium in connection with the design, construction and financing of the Markham Stouffville Hospital redevelopment project

  • A consortium in connection with the design, construction, financing and maintenance of the CHUM hospital project

  • A consortium in connection with design, construction, operation, maintenance and provision of health-care services for the purchase of 200 long-term-care beds in Montérégie

  • The successful bidding consortium on the design, construction, financing and maintenance of the Centre hospitalier de l'Université de Montréal Research Centre

  • A consortium in connection with the design, construction, financing and maintenance of the McGill University Health Centre project

  • A consortium in connection with the design, construction, financing and operation of a long-term-care facility in St-Lambert, Quebec

Professional Activities

Alain is president of the Research and Publications Committee and vice-president of the Executive Committee of the Institut pour le partenariat public-privé du Québec (IPPPQ – The Institute for Public-Private Partnerships of Quebec).
